In early 1918, the Central Powers signed the Treaty of Brest-Livostk with the Russians which officially ceded all of the Baltics (Lithuania, Latvia and Estonia), Belarus and Ukraine to Germany as territorial concessions, thus with the collapse of authority they saw it in their best interests to restore authority under German hands, and that they did. With Operation Faustschlag the Red Army was pushed out of Kiev and the Germans could officially establish the Ukrainian State led by Pavlo Skoropadsky which would operate essentially as a German puppet state providing much needed resources for the German Army but with the fall of the Central Powers the unstable Ukrainian State was sure to fall.Â
